President Trump did sign a memo about people being able to repair their vehicles. However, the big issue has never been about a person doing their own mechanic work, it is mainly the companies like John Deere that make farm equipment, and have been blocking farmers from repairing their own equipment.
Also, I have read that some auto companies want to pass a bill stopping vehicle owners from doing private repairs, but this is not likely to happen, and it has always been legal for people to do their own mechanic work, or hire whomever they want to do the work for them.

John Deere has always been pricey and required their own replacement parts for warranty. When they and other dealers computerized everything, I wondered how anyone will fix things. There are mechanics here who won't work on new cars. My favorite local guy just up and closed his shop although he was thinking of retiring anyway for a while. I am glad I still have a guy who 'can take a pocket knife and a q-tip and go out and build a shopping mall".
Trump only has a couple more years and can't fix everything. No matter what he does, there is always someone in Congress to fight him.
