From the beginning of time man or groups set claim to territory. If a country came across an island and no one was there they claimed it for the Queen or country idea. In some cases like the Americas Australia, they landed and claim the land even though there were people already living there. Even when they landed on the moon they planted a flag in hopes to claim it. Now comes the question what is the difference if you build an island in international water can you claim it? If not why not? I am referring to the island the Chinese built in the Pacific Ocean and what is the big deal? Could it be the U.S. did not think of it first?

I think the big deal is that they then get to claim a distance of ocean around the island, so once they have built enough of them they own a portion of the ocean that they wouldn't otherwise have. Once others get into that game, what does this do for international shipping?
