This was released by the Texas Department of Public Service (TX DPS) on Facebook and Twitter. I don't watch the news, and haven't been keeping up with events over the past week or so, so missed any previous information releases. I'm sure the information learned from this event will be helpful in future storm and other emergency evacuations. It's interesting that this took place in the lower Rio Grande Valley, because that is right along the TX (United States) / Mexico border, and it seems that the cartel violence is getting closer and in some cases, has crossed the border already. https://www.txdps.state.tx.us/director_staff/media_and_communications/pr/2016/0608a
