My understanding, from emails and documents obtained from his former attorney, Cohen, Trump never told him to pay her off. He asked him to take care of it, which could have meant filing lawsuits or threatening legal action, which is what you might expect from a lawyer, but he decided to pay her off instead, billing Trump for it as legal fees.
