A bit of good news for Houston. Valero Energy Corporation announced an agreement to acquire LyondellBasell’s shuttered Houston oil refinery for $320.5 million through its subsidiary, Valero Refining-Texas. A ~700-acre facility on the Houston Ship Channel (adjacent to Valero's existing Houston refinery), where Valero plans to restart 165,000 barrels per day (BPD) of light sweet crude processing capacity by the end of 2027. The transaction is expected to close in the fourth quarter of 2026.
This will add 300+ jobs and a significant refining capability. The historic plant (originally built in 1918) was shut down by LyondellBasell in early 2025 as the company shifted away from refining.
