    Well, kinda sorta.
In the fine state of Washington, a person can be pulled over for not going the prevailing speed. Even if the posted speed limit is say.....60 but the traffic is going 70, the person going 60 will be pulled over and ticketed.

Edit: Very often, as it is on most major highways, a cop will join the fray and act as a pace car.

In the passing lane, I always go as fast as it takes to get around the person I'm passing, in a reasonably short period of time. If that means exceeding the speed limit by quite a bit, momentarily, fine.

Don't like hanging in someone's blind spot forever. Don't like it done to me.

"In 2017, female motorists accounted for just over half of all licensed drivers in the U.S., with almost 114 million female licensees compared to 111.4 million male licensees. The total number of licensed drivers stood at 225.3 million. Currently, eleven federal states issue third gender identities; however, even if more states are to accommodate non-binary gender identities, this has yet to become included in national statistics. That's impressive. I am not very good at parallel parking, mostly because I haven't spent a lot of time in densely populated areas. I can do better than the person in the video, however.

For me, parallel parking is a real snap. Now, there have been times when I have found it a bit more difficult especially if there’s a car in front and in back of the place I decide to park which is why I think the Toyota Tundra has so many reverse gears. 1st reverse to get into position, 2nd reverse to snuggle up and the 3rd is for moving the rear car back another 6 inches or so.

Cause if it ever did and it got a flat the husband would end up with yet another tire to change.

I thought so too. But here in AZ, they passed a law that permits citation for driving in the left lane, even if over the speed limit, if a line of cars is following: it's called "Impeding the flow of traffic". That guy gets no speeding ticket!
