I guess it is supposed to blend into the space... as though they may have to try to float in no gravity and hide from an enemy. It isn't ugly, just somewhat unnecessary.

We, and other nations have some very sophisticated satellites orbiting in space all the time. Many could cause a severe problem for other countries, so we have developed a force to protect them from being attacked. Bad enough that hackers can ostensibly get into any systems, link them and ultimately control these satellite. What a disaster that would be.
I think personally they have been out there for years and this is a way they can inform the people a bit at a time.
