It sounds to me like it's more a matter of getting the water to the people who need it than the lack of water. Mostly due to corruption and fighting among themselves.
Unfortunately for the good people stuck living in that hell hole, the money they get in international aid toward building the dams they need to control the water they DO get, the money is funneled to terrorists. Not the people's fault, but it is what it is. Their ongoing tensions with India isn't helping them either. Third world countries just don't seem to be able to govern themselves. I have no idea what the solution would be.
I'll risk sounding harsh, but I'd file that in the "shouldn't be my problem" category. I'd prefer filing it in the "ain't my problem" category but that's not the world we live in today.
