    Russia has essentially decided to develop its own internet. Supposedly it will make it more secure from cyber attack.

    "Last fall, Russia said that it was creating an independent directory naming system, or DNS — in essence the massive database that connects your browser to a web server across the world — for use by Russia, Brazil, India, South Africa, and China — the BRIC countries. Russian Foreign Minister Sergey Lavrov recently said that Russia was pursuing an information security agreement with its BRIC counterparts for formally adoption at their July summit in Johannesburg"

    Being as "socially outcast" as I am, what are the implications of this which we casual users might expect? I use that phrase because "computer illiterate" just don't fit.

    I doubt casual users would notice anything from this action, but it may show that Russia and China are planning some kind of cyber attack, and are protecting themselves from repercussions of their actions. If they decide to attack the power grid, everyone but Hawaii, Texas, and Alaska will notice because they are all tied together.

    Dividing the world further?

    Not really. The world has always been divided and Russia is not really wanted. What's happening is that certain countries like the BRICS-states don't seem to accept the world as it is right now any longer. Russia in particular has been suffering from western sanctions and is thus trying to tighten links to China and India especially in order to circumvent western trade embargoes, especially the IT-related ones. Russia wants to become more independent from both the world bank and the WWW and is taking precautions against unwanted and unexpected IT developments. In addition to founding institutions like the New Development Bank and the Contingent Reserve Arrangement, a currency fund for international settlement, the planned independent internet is meant to protect those states against global internet malfunctions or cyberattacks while not detaching these states from the existing internet. Both moves can be seen as a reaction to a financial policy controlled by the west and a western internet hegemony.

    Looking at it from a western perspective it seems that you can't have your cake and eat it too. It remains to be seen, however, to what extent these plans will really be implemented given the deep contradictions within the BRICS states.
