Yeah, I thought it was boring too, but I feel that way about pretty much any movies that were made during that time period.
The film is boring if you try and put it into the perspective 0f 2019. I looked at it from a Historical Perspective and the effect the film had on those living in 1915 which was huge .
Yes, I can see that it may have been an effective propaganda film in its day, as people were impressed with anything put on film then, and not accustomed to the technology that we're used to today.

In Parkman, Maine, not too far from there, the town council sent the town treasurer to jail for paying the war tax on the part of the town. The town's policy was that it was to refuse to support the Civil War effort, and they had directed him not to pay the tax.
